Duck decoys would be awesome for just the reasons you suggested. Launch the decoy at a high angle and you would simulate the gun noise and the duck falling from the sky. It should be legal to open carry because you are training a canine.

Why do you think they will crack down on this? It's smooth bore and as long as you are not launching grenades or destructive devices it should be perfectly legal... But then you are talking about the ATF (shoe string).
