Waterfowl Hunting without a boat....

New to Waterfowl and looking for spots in Baltimore or Harford county that doesn't need a boat to access them. I have waders so I can stand in water but I don't have a boat...Public Land or Private(Any help is much appreciated!)

I know on the Eastern shore there are places that will rent you a blind by the day. Complete with decoys.
