Most of such OOS vendors of gun related stuff aren't delibertly picking on us , it's a rational business decision .

Maryland laws suck , and even confuse us . It's simpler to just add Maryland to the list of " no sales to NY , NJ, CA , etc .

Face it , if we didn't live here , we wouldn't want to deal with Maryland either .

So I did a little digging around this document and the Annapolis Code of Ordinances / Title 11 -Public Peace, Morals and Welfare.

    So,

    Maryland Statutes
    Criminal Law
    Title 4 - Weapon Crimes
    Subtitle 2 - Handguns
Section 4-209 - Regulation of Weapons and Ammunition

Articulates preemption "Except as otherwise provided in this section".

The Maryland Statutes document goes on to spell out the Annapolis Code of Ordinances exception (Title 11 – Public Peace, Morals and Welfare Chapter 11.44 – Weapons) as:

Section 11.44.030. Firearms and ammunition, Register of purchasers.
Each person engaged in the business of selling or exchanging any firearms, except shotguns and air and cat rifles, or ammunition, shall keep a register of the name and address of the person purchasing any firearms, cartridges or other ammunition, noting the make, caliber and date of purchase. The register shall be open to the inspection of the police at all times.

Section 11.44.040. Firearms and ammunition, Registration of sellers.
Each person engaged in the business of selling or exchanging any kind of firearms or ammunition shall register his name and place of business with the City Clerk.

My question to any lawyer on this board would center on whether or not this Ordinance is enforceable or even valid to an out of state vendor? The ordinance is not clear on whether they expect businesses not within their legal jurisdiction to comply.

I can now understand the conundrum an online seller of ammunition may face when deciding on whether or not ship ammunition to Annapolis. It is a shame that PSA will not but many others will (Cabella's, Bass Pro, Ammoman, etc). They are loosing out on a rather lucrative market.
