There are no caliber restrictions for groundhog or coyote. If it can legally be discharged in the county then you can hunt coyote and groundhog with it.

Harford county has no firearms restrictions for anything other than deer hunting.

Somewhere in the hunting license book a couple years ago it did say about groundhog hunting and rifles are legal. The shotgun/rifle restrictions apply to deer hunting only.
Really, legal questions like this should be referred to the DNR, just call them or try googling your question.

The way DNR does this is most of the time if it isn’t stated as illegal then it is legal.

Grab your suppressed 223 AR and quietly go to town

You are ok. Just have furbearer tag (dumb I know) for yotes. All the normal rules apply about written permission, etc. I don't mean to insult your intelligence, just don't want to see a guy get jammed up.

I second boothdoc on the can. Makes for better fun and less griping from the neighbors, especially if you shoot at night.

Groundhogs are free. Coyotes need HL and furbearers tag. .223 is fine. You need a blaze orange though for hunting I think, if walking.
