Don't be taken in by "death". So long as there's voting members staggering around in the UN, these things can get up and walk.

Most any bit of legislation is subject to the Zombie Apocalypse. Can't be stopped by shooting the zombies; takes a majority vote to the head of the legislators to bring it to a halt.
