And suppose this friend just bought an AK. Now, suppose the guy at the store told him that if he found somebody out of state he'd mail the 30 round mag to them so they could turn around and mail it back to my friend.

Where would my friend look to find someone willing to help him out with this?

All of his friends and family are either in MD or CA. :(

Mailing to the out-of-state friend; OK.

Mailing back to the MD friend; Not a good plan.

Find a co-worker, a gun store in PA or rent a UPS Store box.

Is only purchasing a 30 rd mag in MD illegal, or owning altogether? Sorry, I am a newb to the state laws...

Owning is not illegal, but taking posession in the state is. Which is why the mailing back won't work legally.

Cant be mailed back. That is illegal. Have to go to the other state to pick it up. Be easier to try to find 20's locally.

You must be the one to receive the mag out of state, you cannot buy, sell, transfer, manufacture or offer to sell any mag with a capacity of greater than 20 rounds in our "Free State." You can mail things to a UPS store on the other side of the state lines and pick them up there for a small fee

This, transfers of mags over 20rds are illegal. That said going to a gun shop/show out of state and purchasing is OK.

    Two choices:

    1) Go to a store in another state (DE, PA, VA, WV, etc.) and buy them. Then bring them back with you.

    2) If you find a great deal on-line, have a friend in another state order them and have them shipped to THEM. Then go to their house (or at least meet them at the state line) and pick them up.

That is the ONLY way for a Maryland resident to acquire them LEGALLY.
