Hmm what's the source of this?

Not that it really matters, but states like Florida and Maryland do not issue non-resident permits.

    They issue permits to non-residents.

    Semantics…

You could say Texas and Utah are the same way as well. In that the permit doesn’t say Resident, or Non-Resident and they both issue a permit to non-residents.

Its more how other States will view that permit for the purpose of viewing at as. Non-Resident or resident permit.

Example: Colorado specifically states that they will not recognize any non-Resident permits. Colorado will recognize Texas permits issued to Texas residents but not to Non-Residents of Texas with a Texas permit.

How do they (Colorado) Determine that? If the address on the permit is not a Texas address, or you also do not present with a Texas ID or DL.

The sources for this map, are all directly from the appropriate States Web site.

    Additional information.

Oregon - Permits are issued by the county sheriff. Only certain Sherrifs will issue a permit to those In those Border States.

New York will only issue a Permit to a non-Resident if you own/lease property that you personally reside at part time, or own a Business or are Employed with a business in the state. They will sometimes issue to Military.

Delaware only issues 90 day Temporary permits, and only in certain circumstances.

Incorrect. The Temp Permit is 30 Days and Non-Renewable. You can reapply. You can be issued no more than 3 temp licenses by law. The DE AG has specifically said (recently) they are never issued.
