Hi. I use to be a "city boy" up until 4 years ago. I now live out in the boonies of Baltimore County. Until recently, it was a quiet neighborhood with the occassional shotgun shooting off in the distance. Everyone out here owns some type of gun, rifle, shotgun, etc., including myself. I have a neighbor that has a lot of property and use to shoot in an area on HIS property where it could be heard but now he has moved that to a location adjacent to my house. I'm sure the distance between my structure and where he is shooting his 150 YDS., although it appears to be less. No doubt in my mind he has done this on purpose because we have been having a "spat" over what he has been building on what use to be just woods for decades. When he shoots, he shoots for hours and I have to walk around with a headset on because it is just real loud. Having to do this from within the house is not a lot of fun when he has so many other spots on the property to shoot from. I'm unable to find the appropriate language or legislation in regards to "His" rights as well as my rights to not have to wear ear plugs. Any suggestions other than putting my house up for sale?

Have you tried engaging with him? Maybe he'll invite you to shoot with him, and once you've established rapport he'd consider being a better neighbor.

Welcome to the country, stop trying to make it like the city.

    Google maps to measure distance.

Shooting 150 yard away is not that loud.

Sounds like you are still a city boy but you got lost when you went to see how the other people lived.

All I'll say is if his use is legal get over it or move. It's a rural area
Noise ordinances still apply though. If the neighbor won't resolve amicably, contact the local police and get clarity on noise ordinances. I have no idea what setbacks are for target shooting in Baltimore county in the rural area. There might be none, so long as it is safe.

But usually noise ordinances in most counties (at least the central Maryland counties) are probably going to be a big no to your neighbor shooting even remotely near the property line, even if the shooting is otherwise safe. Noise ordinances usually except things like lawn equipment and power tool use during daylight hours. It generally isn't going to except something like target shooting.

Asked and answered. Move back to the city where its quiet and there are no gunshots.
I'd say talk to the neighbor and try to figure it out and be kind in that discussion.

From the OP it sounds more like the neighbor is intentionally being a jerk rather than "well he is just using his property". One can still be doing something legally, but also being a dick intentionally. And sometimes that leads in to not actually doing something legal. If this was just a neighbor shooting on their property in the country and it was safe and it annoyed me, too bad. But if my neighbor is changing their behavior in an attempt to be a dick to me, that sounds more like its time to try to diffuse the situation or if that can't be done involve the county.

If my neighbor had some old junkers on their property and we had a disagreement over something and suddenly they've dumped all of them right on my property line so I am looking at them out of my living room window all the time, rather than hidden back in the woods, I'd probably be looking at county ordinances to see if what they are doing is legal and nothing I can do about it other than see if they'd be willing to resolve the issue I have with what they did/are doing, or if I could get the county involved because my neighbor is being a dick and won't be a grown up about resolving the issue.

Above copied from the OP. Sounds like Karen moved to the country and started telling people what to do on their own property.

And of course there is that. So I doubt the OP will be reasonable in a conversation with his neighbor.

Unless it is something that violates zoning ordinances or some other law you can live with it or be a dick. Being a dick tends to not get what you want and makes people mad at you and then shouldn't be surprised when the target of your dickery turns around and does intentionally dickish things to you.
