    Not that I care about when it's signed, but as a bit if trivia it appears the bill might get its signing ceremony and party tomorrow. They Governor's people prefer this to be hush-hush, of course.

    Which is why I'd prefer to make it public.

    No need for action. Just a note for transparency.

    I was wondering if he was actually going to sign it or just let it go into effect without his signature to provide him plausible deniability.

    Can they actually file papers prior to 01OCT2013? I thought no one would have "standing" until the actual effective date?

    I believe the law takes effect at signing, however the grace period is until Oct 1. So as soon as it is signed we all have standing because the looming deadline is officially on its way.

    Please correct me if i am wrong

    The issue is proving damages. Until the law comes into effect, there are no physical damages.

    It is possible to sue before the law comes into effect. Such suits usually include an injunction request to prevent the law from going into effect until its been reviewed by the courts.

    I don't know about the standing, but "this Act shall take effect October 1, 2013." (page 62)

    the delays in MSP background checks have already caused damage to the enumerated rights of thousands. I think plenty of folks have plenty of standing already.

    Why would he want it hush-hush? I thought this had thousands and thousands of supporters versus our dozens. Wouldn't he want some grand parade down main street with all of the media there to watch the millions of supporters show up and cheer him on?
