I'm not sure about that one way or the other. A shall issue permit would allow for metallic cartridges and prevent arbitrary arrests by officer discretion.

Personally I want to be able to drive my tank to the port of Baltimore, board my aircraft carrier and fly my fighter jet to where ever I choose to go... When I can do that I won't mind not having a CCW permit
