At 4:38:50 or so, Dumais says she wants buyers of antique guns to fill out paperwork declaring that they're not prohibited from owning firearms. Mark Pennak responds that that won't stop criminals from trying to get them.
Dumais replies with, "I don't disagree, but at least this might stop one or two sales, and that will make me feel better."
