Senator Lautenberg seams to make no distinction between black powder (explosive), and smokeless powder (Not explosive). It's likely he does not know or care about the difference, and would simply outlaw both.

and without a doubt their only justification will be "meaningless words national security more meaningless drivel terrorism"

And don't forget to outlaw those nasty primers while you are at it...

Black Powder and smokeless propellant are bulky, inefficient explosives compared to modern HE's, and in any case, a complete ban on them wouldn't accomplish much since it's easy to manufacture BP from scratch.

It would be like banning fuel oil because someone made a bomb with it, while kerosene, diesel fuel, and gasoline were still widely available.

100% of all mass murders are caused by people. Therefore, I think people should be regulated like firearms.

Background checks, fingerprinting, license, and training sessions, then a 7 day waiting period that can stretch to 30, 40, 60 days before you can make one..

After which it's another 30 days before another manufacturing attempt can be made.
