Send them to an FFL in DE that will transfer them. Any way you do it, you have to go through a Delaware FFL (unless they're C&R and you both have licenses.)

What is the best/easiest legal way to sell or transfer two handguns to a private person that lives in Delaware?

Any transfer like this must go through a FFL on the receivers end. This is Federal law. Gun Control Act of 1968.

    NateIU10, nailed it.

Some FFLs will receive the guns from you, some will not. In theory, you could drive them to the DE FFL, if they will accept that.

If the firearms are C&R-eligible firearms, it is only necessary that the buyer hold a C&R license, not the seller. The C&R-licensed person may purchase a C&R-eligible firearm directly from a non-licensed person, so long as the transaction is conducted in compliance with the laws of the state in which the transaction occurs.
