Anyone know if it applies to non SC residents? My friend still maintains residency in MD but has second home in SC.

    (11) place clearly marked with a sign prohibiting the carrying of a concealable weapon on the premises in compliance with Section 23-31-235. A person who violates a provision of this item, whether the violation is wilful or not, only may be charged with a violation of Section 16-11-620 and must not be charged with or penalized for a violation of this subsection.
Looks like a sign prohibiting weapons carries the weight of law.

Yes, and it's a steep one with jail time by ignoring it. The signs do have to meet exact criteria though, and the signs is in the bullseye now for SC gun folk. It is one of the weird things, some of the most pro-gun states have similar laws where ignoring signs has it's own penalty beyond trespassing if you refuse to leave.

    In summary

No permit needed to carry open or concealed, resident or non-resident 18+

Posession of a firearm does not constitute reasonable suspicion of a crime for detaining or stopping someone in traffic

No duty to inform officers you are carrying, still might be a good idea in some circumstances, but no penalty if you don't

ANY medical facility is off limits, churches, schools, court houses, public buildings. "daycare facilities" can be a tough one as some meet the criteria, but can be in odd places like grocery stores or some outdoor restaurants with "child care" areas.

"No concealable weapons" signs do have their own penalty, depending on charging statute can be 30days/$200 fine or 1 year / $1000 fine. The signs have to meet strict criteria, and it is seldom charged by itself.

There are a LOT of free outdoor ranges in state parks.

It references individuals and not residents, so yea anyone (non-prohibited) 18 and older.

Looks like the SC senate got their way and there's going to be free training. Curious to see if the classes get filled up and private trainers start losing business, or the state will just hire them outright.
