    This is a vote on whether it moves out of committee... then it's the House's turn.

    Wait, what?

    Once it comes out of committee, doesn't the whole Senate have to vote on it first before it goes to the House committee?

    I looked on the MD state website today and sb281 is not listed on the schedule.?????? Or is it that only bills that are getting voted on by the full senate are listed??

    IIRC, voting sessions of committees are supposed to be listed on each committee schedule as well; they are Open Meetings and the public is allowed to attend, so they should follow the Open Meetings Act about notification (IANAL)...I do not find any notice in the Maryland Register (last available one was dated 08FEB2013) or on the Committee Schedule page on the MGA website.

    The Maryland Legislative Sportsmen’s Caucus opposes the Administration’s Firearm Safety Act of 2013 (Senate Bill 281/House Bill 294) for reasons stated herein.

    The bi-partisan Maryland Legislative Sportsmen’s Caucus has been besieged by the cries of Maryland sportsmen to oppose the Administration’s Firearm Safety Act of 2013.

    There’s been a marked behavioral shift in America towards violence. The question is why? The causal factor rooted in an acceptable response may never be truly known; but, the Caucus does have a view point that may or may not be shared by others. Simply put, America needs a change of conscious.

    Today, America’s youth are not engaged in the great outdoors; but, instead, are engaged in the great indoors. More than a few spend their childhood behind closed doors with unfettered access to television, movies, music, video games and the internet. Rarely is there adult supervision because of prevailing economic demands attendant to a two-income household. The imagery shown and vulgarity spoken in many popular venues would have been censored by prior generations; but, today, it’s alarmingly main stream. Vulnerable minds are influenced in unimaginable ways that can manifest into transgressions deemed unthinkable.

    Our cultural environment must change if we are to combat the behavioral shift towards violence. True, the Administration’s proposal is well-intended. However, the proposal not only infringes upon our Second Amendment rights considered sacrosanct by so many, including the Caucus; it also arguably falls woefully short in focusing on the root causes that motivates one to violence, especially among the young. Substitute the violence directly and subliminally instilled every day from television, movies, music, video games and the internet and replace with wholesome non-violent programming, and perhaps – just perhaps – peer pressure will be mitigated and a reminiscent peaceful America will be realized. Such would be a noble crusade for a conscientious change, not more gun control imposed on law abiding citizens who are simply exercising their God given constitutional rights."
