Just west of Winchester in Hampshire County (WV) are some nice areas, though that property (the decent lots/locations) are getting more expensive by the minute. Still, that's about an hour and a half's drive into MoCo, if you really can tolerate that radius. Depending on the traffic, you'll spend closer to two hours, with at least half an hour of that being on the beltway within a couple miles of the Legion Bridge. If you can make the drive off-peak, it goes pretty quickly. Not to side track the thread too much, but Falling Waters or Shepherdstown, WV may be good options and are well within that range.
