No, it doesn't. All the previous layers of regulation continue to apply. In Maryland, the body of gun control law may never contract in any particular. Like a ratchet, it operates only in one direction.

Since one is existing law that isn't addressed by SB281, the waiting period will still be in place.

Even right now the MSP is required to run a background check on every single regulated firearm you purchase--regardless of whether you already own a baker's dozen or were approved for one last week.
