One change I'd suggest is making it a felony to present a state carry license KNOWING it's been revoked. In other words, if you are subject to a restraining order, and Utah asks for your permit back, if you don't send it back, and continue to carry with it, there should be enhanced penalties.

States will conform to federal law. Screaming, dragging their feet you name it.
A new national I'd card will be developed. It will be in the Driver's License format. Will indicate "A" for alcoholic. "F" for felon, "G" gun nut, "C" Carry privileged. So on. Get convicted, you get a new ID. Stuff is moving fast this Century. Hold on tight.
