    It's pretty standard, they debate everything at once, then vote on everything once all debate for everything scheduled is complete.

    as i am watching right now and if i am correct they passed it.. I hope like heck i am right.. still watching the house.. now they are voting about the va

    They voted on the rules to proceed with and then the VA Senate Bill S.1266.

    Goodlatte just brought a motion to vote on HR38. 30 minutes for debate for each side.

    Ahhh now I understand. HR 648 was a motion to consider the bill HR38.


    So they basically voted to decide if they agree to the rules about how they would vote on HR 38 or not.
