Know nothing about air rifles. Is there any recommendations on one that is non lethal to turkey vultures, but would send them on their way?
I feel for you but you can' t harass them as it is a Federal crime. A local builder in Davidsonville was harassing a pelican in Florida and got 90 days plus fines for it.
Because both Black and Turkey vultures are federally protected migratory birds, a federal authorization (permit) is necessary to legally “take” them. However, a permit is not necessary to “harass” or otherwise disperse or discourage vultures from using areas where they may be a potential threat to livestock.

The migratory bird act says nothing about harrassing. All of the language pertains to hunting, killing, capturing or attempting to do those things to the included birds, and or nests etc.
Black Powder cannon may be an option. No projectile needed, just the sound alone should drive them away.

As a side bonus, he'll also know how many licks it takes to get to the center of a tootsie-pop...According to Wiki, Great Horned Owls are their natural predators. Might be as simple as mounting a big plastic owl on a pole nearby.
