    I already have my nonresident Florida and Utah permit. I was thinking of getting a nonresident Virginia permit as well. Are there any stipulations for nonresidents? Such as owning property in VA, or anything like that?

    And wait.... I just checked on mine, and was told at least 90 days... At least VA offers it!

    Does PA?

    If you have a resident permit, PA non resident is fairly easy to get. If you drive to Lancaster County Sheriff's Office you can get it while you wait.
