it appears it should make it into law this time around then
He's publicly supported permit less carry during his campaign.
Senate Judiciary Committee successfully voted Senate Bill 12 out of committee. SB 12, legislation eliminating the requirement to obtain a permit in order to lawfully carry, will now go to the Senate floor for consideration.
so the governor appears to be willing to sign this time? what are the chances it passes the house?

The NH constitutional carry bill covers non-resident as well. Thought it was interesting that the bill considered the loss of revenue from non-resident people not applying for CCW going forward. State could lose $1M/year. (Permits are/were free to residents) Although some non-residents would still apply for the reciprocity they get from a non-resident NH CCW, most of that probably goes away.
'The State Police Permits and Licensing Unit issued 8,923 non-resident licenses in FY 2016. The four year license at a cost of $100 has generated nearly $1,000,000 of revenue deposited into the general fund in each of the last three fiscal years. The repeal of RSA 159:4 and the proposed change from a four year license to a five year license in RSA 159:6 would result in a significant decline in general fund revenue. '
