MSP almost caught up on backlog?

I did a transfer of several firearms to another member here on Sept. 21, 2013 at Prince Frederick Barracks. I finally got the paperwork back not disapproved for the receipt signature on Jan. 20, 2014. The only reason it took that long is because MSP tried to send it to my physical address (where I don't get USPS delivery) instead of my P.O.Box and it was returned to them once before they got it right.

EDITORIAL COMMENTS
9/13 Comments. After processing 50,000 applications thru 16 databases they found about 30 or 45 guns that had slipped through and they had to get. One wonders how many of those were caught when they were checking the NICS database?
9/20 Comments. So much for “all hands on deck”. Interesting each day they work they get 4 days further behind. Each day they receive 5 days worth of work (1,125) and get 1 days work done (229).
10/2 Comments. Wow in a little over a week the backlog has jumped from 4 months to over 2 YEARS.
10/04 Comments. It looks like the MSP is focusing their background check resources on the new HQL permits heck with people waiting for firearms already purchased.
10/11 Comments. Aside from the question of how does the total number of applications submitted go down, the take away from this week is the very volatile nature of the number of applications processed per day it has been as low as 74 and as high as 502. The MSP press release in September stated they have been working 21/7 since December of last year, if we just consider the 284 days from 01/01/2013 through 10/11/2013 the MSP would have only had to process 412 applications per day to completely process the total of 116,988 applications.
10/18 Comments. The total number of applications as well as the processing rate keep jumping around which raises as many questions as it settles.
10/25 Comments. Sorry I missed posting this I got busy with other things.
11/01 Comments. They seem to be showing some improvement however it will still take almost 21 weeks to clear the backlog at the most recent rate
11/08 Comments. Looks like they are slipping again! The backlog at the current rate is back up to almost a year and that is if there are no new applications. During the 338 days it will take to clear the existing backlog if the applications continue to arrive at the current rate of 45 per day that would result in an additional 15,210 applications received or an additional 101 days work. I suspect that the rate of new applications will increase as more people get their HQL’s and additional people wake up to the fact that they better get regulated firearms while they still can.
11/15 Comments. These numbers jump around so much it is hard to understand what is happening within the Licensing Division. Are the numbers correctly reported? Does the workforce vary that much? Do they read this thread and respond?
11/22 Comments. I have reformatted this post to save some bandwidth. The numbers are all the same I just trimmed some of my words.
11/28 Comments. A short week because of the Thanksgiving holiday the report was issued as of Thursday so only six days were used in the calculations.
12/06 Comments. An extra day because of the holiday but most notable is the increase in the total number of applications and the rate they are being added. I guess more people are getting their HQL’s.
12/13 Comments. Back to work but slipping again.
12/20 Comments. It looks like an upward trend in new applications being filed as more people get their HQL’s. I have added a new category of data to keep a running total of new applications since the law went into effect. It starts on Oct. 2 the closest report and the first couple of entries include the questionable data that was reported around that time.
12/27 Comments. Merry Christmas and a Happy New Year!
01/03/2014 Comments. We are back to creative accounting again. The new numbers posted on the Licensing Division web site say they were updated on 01/03/2014, however the actual Date Updated was sometime between when I checked the site on 01/06/2014 and when I next checked on 01/07/2014 (this could effect the rate numbers that are based on number of days reported). Furthermore they have again lost some of the Applications Received because the number reported on 12/27/2013 was 121,176 which increased on 12/27/2013 to 121,475 then magically on 01/03/2014 some 433 of the previously reported applications disappeared giving a reported total of 121,042 which is smaller than the number reported two weeks prior. A similar occurrence of evaporating applications happened in the 10/11/2013 reporting period.
01/10 Comments. Since the Licensing Division is reporting the total number of applications received and processed since the start of 2014 as a separate number I will no longer update the first section. It appears that they have completely separated the numbers for processing of applications and backlog to two separate entries one for 2013 applications and the other for 2014 applications. We will continue to monitor both.
01/17 Comments. I am reporting the numbers as given even though some don’t make sense. If 2014 applications are being reported separately where did the 20 new 2013 applications come from? They processed 4,120 applications from 2013 but only reduced the 2013 backlog by 3,452, what happened to the other 668 applications? It is amazing they can increase production to these levels if they had done that when this started there never would have been a backlog or problem. If they processed 4,120 applications per week for 52 weeks they could have processed 214,240 applications or 92,530 more than the total number of applications received.
1/24 Comments. They continue to find 2013 applications, an additional 70 this week. In addition their processing numbers are down yet again. It appears they either have a problem maintaining a steady rate of production by the reviewers or are experiencing difficulties keeping a level rate of personnel on the job. These issues are usually covered in Middle Management 101 and upper management in most businesses would have taken additional steps by now.
1/31 Comments. It is beginning to look like by about the end of March all the people who bought a regulated firearm in Maryland in 2013 will have their applications processed. But no promises.
2/7 Comments. It appears as we approach the end the numbers are not jumping around as much which is how they should be, makes an interesting comparison with the earlier reports.
2/14 Comments. The numbers are jumping again! They managed to find 6,850 additional applications but it appears that at least most of these were already processed because their processed applications rate was over 1,300 per day which is more than double their previously reported high. However, at the same time the backlog was reduced at a rate that was fewer than any of the previous 5 weeks. The Backlog Projection was calculated based on backlog reduction rate not Processed Applications rate to prevent people still waiting from getting their hopes up the other way it would be (12 days).

I am not surprised in the production numbers this week with the snow day(s).

Either way, why are they asking for more money (to the tune of 3.8 MILLION!!!) to clear the backlog as soon as the budget passes, when the backlog appears to be on track to be cleared right around session end (when the budget is usually passed and signed)???

Paperwork from a sale in early Sept just came back. Came back with drama !

So the MD state police called me yesterday and left a voicemail. Polite lady from the processing group, with marbles in her mouth. I called her back and she said that the paperwork for the rifle that i sold was sent back to the State police. (something about it being returned by the postal service) I asked her, well what address did you send it too ? She could not remember and did not have the paperwork in front of her.

She had already re-addressed it and sent it out to the buyer. She then asked me , "well since you spoke to the buyer, why did you call here ?"
Wow, you called me and left a message !! She could'nt remember from 1 hour ago, who she had called and spoken too. I then spoke to the buyer and he said that no one from the state police had contacted him. Hoping to God that he receives the paperwork.

EDITORIAL COMMENTS
9/13 Comments. After processing 50,000 applications thru 16 databases they found about 30 or 45 guns that had slipped through and they had to get. One wonders how many of those were caught when they were checking the NICS database?
9/20 Comments. So much for “all hands on deck”. Interesting each day they work they get 4 days further behind. Each day they receive 5 days worth of work (1,125) and get 1 days work done (229).
10/2 Comments. Wow in a little over a week the backlog has jumped from 4 months to over 2 YEARS.
10/04 Comments. It looks like the MSP is focusing their background check resources on the new HQL permits heck with people waiting for firearms already purchased.
10/11 Comments. Aside from the question of how does the total number of applications submitted go down, the take away from this week is the very volatile nature of the number of applications processed per day it has been as low as 74 and as high as 502. The MSP press release in September stated they have been working 21/7 since December of last year, if we just consider the 284 days from 01/01/2013 through 10/11/2013 the MSP would have only had to process 412 applications per day to completely process the total of 116,988 applications.
10/18 Comments. The total number of applications as well as the processing rate keep jumping around which raises as many questions as it settles.

11/01 Comments. They seem to be showing some improvement however it will still take almost 21 weeks to clear the backlog at the most recent rate
11/08 Comments. Looks like they are slipping again! The backlog at the current rate is back up to almost a year and that is if there are no new applications. During the 338 days it will take to clear the existing backlog if the applications continue to arrive at the current rate of 45 per day that would result in an additional 15,210 applications received or an additional 101 days work. I suspect that the rate of new applications will increase as more people get their HQL’s and additional people wake up to the fact that they better get regulated firearms while they still can.
11/15 Comments. These numbers jump around so much it is hard to understand what is happening within the Licensing Division. Are the numbers correctly reported? Does the workforce vary that much? Do they read this thread and respond?
11/22 Comments. I have reformatted this post to save some bandwidth. The numbers are all the same I just trimmed some of my words.
11/28 Comments. A short week because of the Thanksgiving holiday the report was issued as of Thursday so only six days were used in the calculations.
12/06 Comments. An extra day because of the holiday but most notable is the increase in the total number of applications and the rate they are being added. I guess more people are getting their HQL’s.
12/13 Comments. Back to work but slipping again.
12/20 Comments. It looks like an upward trend in new applications being filed as more people get their HQL’s. I have added a new category of data to keep a running total of new applications since the law went into effect. It starts on Oct. 2 the closest report and the first couple of entries include the questionable data that was reported around that time.
12/27 Comments. Merry Christmas and a Happy New Year!
01/03/2014 Comments. We are back to creative accounting again. The new numbers posted on the Licensing Division web site say they were updated on 01/03/2014, however the actual Date Updated was sometime between when I checked the site on 01/06/2014 and when I next checked on 01/07/2014 (this could effect the rate numbers that are based on number of days reported). Furthermore they have again lost some of the Applications Received because the number reported on 12/27/2013 was 121,176 which increased on 12/27/2013 to 121,475 then magically on 01/03/2014 some 433 of the previously reported applications disappeared giving a reported total of 121,042 which is smaller than the number reported two weeks prior. A similar occurrence of evaporating applications happened in the 10/11/2013 reporting period.
01/10 Comments. Since the Licensing Division is reporting the total number of applications received and processed since the start of 2014 as a separate number I will no longer update the first section. It appears that they have completely separated the numbers for processing of applications and backlog to two separate entries one for 2013 applications and the other for 2014 applications. We will continue to monitor both.
01/17 Comments. I am reporting the numbers as given even though some don’t make sense. If 2014 applications are being reported separately where did the 20 new 2013 applications come from? They processed 4,120 applications from 2013 but only reduced the 2013 backlog by 3,452, what happened to the other 668 applications? It is amazing they can increase production to these levels if they had done that when this started there never would have been a backlog or problem. If they processed 4,120 applications per week for 52 weeks they could have processed 214,240 applications or 92,530 more than the total number of applications received.
1/24 Comments. They continue to find 2013 applications, an additional 70 this week. In addition their processing numbers are down yet again. It appears they either have a problem maintaining a steady rate of production by the reviewers or are experiencing difficulties keeping a level rate of personnel on the job. These issues are usually covered in Middle Management 101 and upper management in most businesses would have taken additional steps by now.
1/31 Comments. It is beginning to look like by about the end of March all the people who bought a regulated firearm in Maryland in 2013 will have their applications processed. But no promises.
2/7 Comments. It appears as we approach the end the numbers are not jumping around as much which is how they should be, makes an interesting comparison with the earlier reports.
2/14 Comments. The numbers are jumping again! They managed to find 6,850 additional applications but it appears that at least most of these were already processed because their processed applications rate was over 1,300 per day which is more than double their previously reported high. However, at the same time the backlog was reduced at a rate that was fewer than any of the previous 5 weeks. The Backlog Projection was calculated based on backlog reduction rate not Processed applications rate to prevent people still waiting from getting their hopes up the other way it would be (12 days).
2/21 Comments. It looks like they didn’t find any more suddenly appearing applications. The MSP web site says they are Processing Reviews from 9/25/2013 with no mention of Initial vs Secondary.

They are slowing down... They have a deficiency appropriations request in for this years fiscal adjustment to "clear the backlog" and get the money as soon as the budget is signed. It's in the fiscal report.

They were moving at a nice pace back in November, then things changed.
