    Just as with years passed, MSI is and will be monitoring and testifying on all important gun-related legislation before the Maryland General Assembly. The best way to keep up to date with developments is to follow our tracker at tinyurl.com/mdgunbills. There you'll not only find all of the bills and our testimony on them, but also information on every member of the General Assembly, how to reach them, and even how they vote in committee and eventually on the floor.

    The tracker can also be used to sign up to testify on bills when the sign-up window is open (two business days ahead of the hearing, between 8am and 3pm). For tips on how to testify and how to sign up, be sure to read our guide.

    EVERYONE is welcome to submit WRITTEN Testimony (see instructions on MSI's page) and may also sign up for ORAL testimony for/against any pending bill, when it comes up for a hearing.

    If you aren't participating in the legislative process, you're submitting to Frosh and the rest of the DNC agenda.

    Here's our week two update of what's going on in the General Assembly. Not only do we cover what's at stake with the pending "ghost gun" legislation that stands to leave countless gun owners vulnerable to prosecution, but we've added info about newly introduced bills and our testimony on Senator Hough's bill on medical cannabis and guns.

    A few updates today:

    SB338, Hough's Preliminary Approval bill for carry permits is scheduled for 2/8, which means signup must be done on 2/4 by 3pm
    SB327, Ready's shall issue bill and SB339, Hough's crime bill are scheduled for hearings on 2/10 at 1pm which means signup must be done on 2/8 by 3pm.

    The bill text is not yet available, but the Senate version of the ban of homemade guns and "unfinished frames and receivers" was introduced. SB387. Introduced per request of Attorney General Frosh and co-sponsored by Susan Lee.

    SB387 Public Safety - Untraceable Firearms
    Altering a certain definition of "firearm" to include a certain unfinished frame or receiver; prohibiting a person from purchasing, receiving, selling, offering to sell, or transferring an unfinished frame or receiver, or possessing a firearm on or after January 1, 2023, unless it is required by federal law to be, and has been, imprinted with a certain number in a certain manner; and requiring the Secretary of State Police to suspend or revoke a certain dealer's license if the dealer is charged with or convicted of a certain crime.

    HEADS UP

    House Bill 425 is being heard on 2/9*in a virtual-only (Zoom)*hearing starting at 1 pm.
    Sign up for this hearing starts on 2/7*at 8 am and ends at 3 pm.

    Senate Bill 387 is being heard on 2/16 in-person in a hearing starting at 1 pm in the Senate Judicial Proceedings room. Sign-up starts at 2/15 at 4pm and ends the morning of the hearing at 10am. Sign-up is best*done with your MyMGA account.

    A bunch of other new bills (no bad ones tho!) have been added to the tracker.

    2/16 is shaping to be somewhat of a gun bill day in Senate Judicial Proceedings. Testimony signup starts 2/15 at 4pm and continues to 10am the following morning. This will be an in-person hearing only unless something comes up between now and then.

    MSI's position on the HQL and Firearms Theft bills:
    ✅ SB456 Firearms – Handgun Qualification License – Firearms Orientation Component

    This bill would remove the requirement that live ammunition be fired in order to complete the training necessary for the Handgun Qualification License (HQL). Inert training tools such as "dummy" rounds, lasers, or other implements can be used to demonstrate the safe handling of a firearm without the need for a shooting range. Places like Baltimore City do not have any ranges at all, ironically making safety training less available to residents. It's worth mentioning that our litigation against the Handgun Qualification License is still ongoing, but is on pause at the US Court of Appeals for the Fourth Circuit pending the outcome of New York State Rifle and Pistol Assoc. v. Bruen.


    ✅ SB533 Criminal Law - Theft of a Firearm

    SB533 would make the theft of a firearm a felony and would penalize those who deprive a citizen of their means to protect themselves. Maryland should not be punishing mistakes by otherwise innocent persons so severely while letting actual thieves of firearms off the hook with the proverbial “slap on the wrist.” After all, thieves actually know that stealing is criminal. Nothing good can come from stealing a firearm.
