    No stripped lower in MD is cash and carry.

    No HQL is required for a stripped lower because it's not a handgun. It's defined as a firearm.

    But after you purchase it, you can use that to exempt yourself from the HQL training requirement.

    I thought that the MSP recently decided that a lower that takes Glock mags (ie dedicated 9mm) will be treated like you are buying a pistol, hql required. Pistol rules.

    The OP was about HBAR rifle not a 9 mm lower. Apples and oranges

    true- my point was "stripped lower" is not specific enough. the FFL is getting a do-over so its moot. But my point was that people assume "stripped lower" means standard 5.56 AR15. But, there are stripped lowers that take proprietary or dedicated mags, or are milled differently and not really interchangeable with Colt AR15 upper (proprietary upper). If its a standard 5.56x45 mag, its 77r. probably. If its a 9mm or 7.62 magwell, or milled differently, different rules apply. Some stripped lowers could be cash and carry and no HBAR needed. Others could be HQL.

    223 Wylde or 7.62x39 upper

    If I build an 80% lower and want to put either a 223 Wylde or 7.62x39 upper on it, do the uppers have to be HBAR (heavy profile barrel)?

    My understanding is 223/556 must be HBAR, but other calibers do not.

    Your 223 Wylde would need to be HBAR, but the 7.62x39 would not.

    Maryland logic...

    An 80% lower is not a center fire rifle as defined in the statute.

    I guess what I should have asked, Isn't a .223/5.56 rifle built on an 80% lower still a "copycat" and be required to have a heavy barrel if built after 2013 ban?
