That lever allows insane zealots to shoot 30,000 round clips a second in deadly sprays of bullets that would blow the head off of a rhinoceros!Similar to a belt loop for bump fire the lever lends itself to be a mechanism to touch off a round as soon as it is chambered. Just a guess.
The Rifleman had a screw tapped into the lever to pull the trigger when cycled, one round per trigger press so I'm guessing well within the ATF's ever changing rules..... for now
