Used Winchesters, JM Marlins, and Savages can sometimes occupy that nexus of reasonable price ($400 and higher), perceived quality, and practical utility.
It's really a Glock v Walther v Sig v HK v CZ question that you pose - there is no right answer and a lot depends on personal preference and planned use.
For new, Browning, Winchester (made in the same Japanese factory as Browning), and Taylor/Uberti might be considered higher end these days, closely followed by Henry. But Chiappi, Rossi, and present day Marlin are also turning out desirable and often quality lever action rifles.
Of calibers, if you don't reload, pistol caliber might be both fun and more affordable to source ammo.

The Trails End Winchesters probably have the best overall fit, finish, manufacturing. The Remington Marlins certainly are a step down from what they used to be, but still fairly good. Henry has some really well made guns, and their line is much broader than the .22s, yellowboys etc they started out with, probably better fit and finish than what Marlin is making these days.
Rossi, hit or miss, they usually work with a little massaging. They will never win beauty contest but when put together and handle well.
Remember, Lever guns were designed to be tools, that's what they are. They are not precision guns, they are working guns, so a blemish here or there or rough machining is not the end of the world.
