Doesn't the US Senate have to ratify all treaties with a 67% vote? I'm trying to recall my People's Republic of Montgomery County public school learning.

Yes, but even if the Senate votes no, any future Senate can still ratify it without a new presidents signature. I think a future President can actively strike a treaty if it has not been ratified, like W did with the Kyoto accords.
