Out of state requires an FFL. And the buyer must be physically present at the FFL. The FFL can be in either state.

So the buyer can come to your state and meet at a friendly FFL.

Or you can go to the buyer's state and meet at a friendly FFL.

Or it can be shipped to the buyer's state to an FFL.
