Let's leave it at non AR-15 SBRs.

Is it too late for an SBR that is out of state? As in it may not make it to MD for paperwork before October 1. Does anyone have definitive guidance from MSP?

If you trust the latest MSP advisory, your FFL's purchase order (aka, form 3) will suffice to allow you to use your purchase order to fill out a form 4.

IOW, give something in writing to your FFL that would act as a purchase order before 10/1.
