Considering a 20" bull barrel is twice the weight of a 16" heavy barrel, I would have to say someone was either smoking or had just finished smoking crack.

It is not legal. Must be stamped Hbar or described as manufacturer as hbar. The damn thing could be 2 inches thinck all the way to the muzzle but if it doesnt say hbar it aint legal on a post fsa lower

So by this reasoning, a pencil thin barrel is an HBAR as long as the Manf. stamped it HBAR... Yup, that one will fly for sure. I wish, but someone else can try it first.

Considering that HBAR is a registered trademark of Colt, they could put it on anything they wanted.

    3) Is this weapon considered to be a copy of a banned weapon? If so, then it is banned and may not be purchased, sold, or transferred.

Would it make the rifle a “copy” of an enumerated banned assault weapon or a “Copycat” weapon?

If you look at the list of "enumerated banned assault weapon"s, no AR-15 variant has a bull barrel that I could find.

so if I build my own upper can I just stamp "h-bar" on it :innocent0?
    MD sucks!!!!

Only if you stamp it on an ultra-light pencil barrel.

PS: I would love to see a court case where a 2 pound barrel would be considered heavy and legal, but a 4 pound barrel would be considered not heavy and illegal.

Please post up the reply when received.

If they do come back with "Must be stamped or sold as a HEAVY BARREL" then I strongly encourage every barrel manufacturer in America to produce ultra-lightweight pencil barrels and describe them as HEAVY BARREL or stamp them HEAVY BARREL.

If they want to stick with the letter of the law, then a 1.5 pound barrel stamped HEAVY BARREL is within the letter of the law.

Yep. Exactly what I've been saying for the past two years. By the letter of the law and regulation, a pencil barrel stamped with HBAR is 100% MD legal.

Fact of the matter is there's no legal definition of HBAR, not federally nor in MD. HBAR is whatever a manufacturer says it is, no matter how thin the barrel profile.
