These are for the pre 10/1 set of applications.

Missing a few data points on the first review and secondary review dates... Used interpolation for smooth graphics, does not affect the trending.

Updated with notations and a bonus chart on HQL's. Thanks aireyc!

Updated 2/25.

Looks like they will be a long time clearing the backlog but I'm a little confused by the data. Is this public accessible data? I'd like to check out the raw numbers.

The last slide has the data released weekly by MSP licensing division, have been tracking the rec'd and backlog for months, just started the date collection. I scoured/continue to scour threads here to collect/confirm numbers
If you locate the missing data points ( first and secondary dates) would be much appreciated.

The MSP reports are found in the backlog threads.

Actually nope. They are closing in on the backlog. Projections look like they will be done in just over a month from now with all pre-10/1 apps.

The $64M question is why are they asking for $3.8M ( nearly entire budget for year) in deficiency appropriations to clear the backlog?

SNI, this is a truly impressive graphic and represents exactly what we new was going to happen. I love how the number of app's received immediately prior to Oct. 1 was continuing in an upward position, then, dropped like a rock on Oct. 1st. (Okay, I really don't love it, but it does give a visual representation of what we all knew was going to happen.)

Wanna know why? HQL's. :)

They were wrong on their estimates. Can't admit THAT!

Projected ~68,000 on track for <15,000.

That graphic is next. :)

We do need to keep in mind that HQL purchases are being handled separately from pre-HQL, and getting ND "on time".

Yep. See the OP. look at the app count fluctuations. My take on last week's number is they decided to throw in the post 10-1 apps to the count and show them processed to keep the 2013 numbers together.

My first HQL purchase was "not disapproved" in one day. The second one took five days.

We knew "first in first out" is not the case. They made 2 piles. One pre-10/1 and work those off meanwhile the post-10/1 pile is kept up to date.

If you bought a handgun on 9/23, the wait is over 140 days to get through the process.

If you bought a handgun on 10/15, the wait was 7 days (minimum to receive).

Might make another interesting chart. Show purchase vs receive date...

See page 68 of the 2014 Fiscal Briefing:

http://mgaleg.maryland.gov/Pubs/BudgetFiscal/2014rs-operating-budget-fiscal-briefing.pdf

Fiscal 2014 Deficiencies Total $112.3 Million ($ in Millions)
Where Funds Are Needed to Supplement Appropriation for Ongoing Operations:
...
State Police: Aviation fuel and aircraft maintenance ($3.4 million) and to address backlog of firearm registrations ($3.8 million)

Why do they need an additional $3.8M when the budget is signed (session end) when they are on track to finish the backlog right around that time?

This amount is nearly what they had budgeted for the entire year. So they want double what they budgeted?

15,000 HQL's x $50 = $750,000
They expected to raise $3,299,000 from HQL's

See Fiscal Notes for SB281:

http://mgaleg.maryland.gov/2013RS/fnotes/bil_0001/sb0281.pdf

Read page 21.

I made my statement to show that they are slowing down on HQL "not disapproved". I know that everyone is aware that HQL purchases are processed first.

Yep. And I expect it to get worse, they are now complaining about money. Need more now., specifically when the budget is signed, not for next year, for this year. Starting to set up for why they can't get things through...

This is why we need to fight HB 42 tooth and nail.

http://mgaleg.maryland.gov/2014RS/bills/hb/hb0042f.pdf

"(C) NOTWITHSTANDING THE TIME PERIOD FOR DISAPPROVAL OF A FIREARM APPLICATION UNDER § 5–122 OF THIS SUBTITLE, A LICENSEE OR OTHER PERSON MAY NOT SELL, RENT, OR TRANSFER A REGULATED FIREARM TO A FIREARM APPLICANT UNTIL THE LICENSEE OR OTHER PERSON HAS RECEIVED NOTICE FROM THE SECRETARY THAT THE APPLICANT’S FIREARM APPLICATION HAS BEEN APPROVED ."

Prevents 8 day releases if they can't get it done per current law in 7 days. Next thing ya know, it'll be 140+ days... And they'll have this in place.

I made these graphs for 3/4 :)
