Hundreds of locations- most are difficult to find.

Contact your local Sheriff's office. (You may have to go to an adjacent county, or across state lines.)

I have used the Dept. of Public Safety And Correctional Services Fingerprinting (CJIS) located on Reisterstown Rd in Baltimore for my Florida Permit without issue.

I went here, they do live scan but I'm sure they can do ink too. Not sure where you live but this is in Pasadena.

St Mary’s county sheriffs department does, they require an appointment and they are great to deal with!
