Will someone explain how a Governor can ban someone from buying insurance????

I am not an expert in the area however insurance is regulated primarily by state statutory and administrative law. See McCarran-Feguson Act.

Now that one Governor got the idea to do this I am certain he wont be the last.

Actually I don't think he was the first. I think Cuomo in New York did it as well last year.
