In the pre Bruin days , for W&C , MSP would interview applicants and spouses , and usually references , commonly employers . If anything turned slightest question , could interview neighbors , etc . Hypothetically something like a reputation of being rowdy at neighborhood parties .
Post Bruen , due to case load , typically only check the databases , unless there is actually * something * in your past to be investigated .
( And back in '13 one of my frequent Lobbying talking points was the then being debated HQL process was equivalent or greater than the Carry Permit process in majority of the country then .)

But no , don't expect or look for logic from Maryland . Their Goal is to create hassle and confusion on purpose , not make it easier or simpler for us .
