I wish they'd create an FFL for collectors, kind of like a C&R license but would let you get brand new guns shipped to your house.

My thoughts exactly. Not interested in being "in the business" but would love to be able to collect things through a more robust collector's license outside of the C&R window.

I doubt anyone of his next door neighbors would have a problem. Plus it's North East MD, not an urban area. This all went in his favor I'm sure. Plus I don't think he has direct access to his shop from his home.
