    Is the process the same for ftf handgun sales as before October 1? Thinking about selling my 1911 and revolver. Thanks.

    No such thing, handgun sales were (and are) done either through an FFL or at the MSP barracks.

    Now the buyer will need an HQL.

    AFAIK there were no F2F handgun sales/transfers even before SB281.

    I think you are confusing face to face with cash and carry. I examined in person a pistol, agreed to purchase it, and went with the seller to MSP for the transfer paperwork. 8 days later we met again face to face and exchanged the pistol for money. In my simple vernacular, that is face to face as opposed to having an FFL act as a middleman showing/accepting payment/holding/transferring the weapon as is frequently done with internet or out of state sales.
