No 4473 needed to return to original customer but is if it's a different person picking up. Firearm held by FFL for less than one day no entry in A+D book. If longer then yes.
Sounds like the shop may not be up on the regulations and didn't need to do a 4473 but now that it has been done they are in a pickle and can't return it. I think your friend / relative needs the disposition number to call the ATF and sort out his mess before the FFL can release his shotgun. With the correct attitude it shouldn't be too horrible.
Short term option would be to have someone else pick it up but then you trip into the straw purchase (pickup?) side of things if the FFL is wary / worried about the legality of it.
