They are looking for a smoking gun. They think that this is like Law and Order. In an episode of Law and Order, a gun is modified into a full auto and used to kill. Jack McCoy sues the gun maker and discovers the gun maker knew that the gun could be cheaply modified to be fully auto, but decided not to fix it because it was more profitable. They also discovered the company was intentionally marketing it in dangerous ways.
Will this open up all forms of product liability, particularly when the product is used for illegal purposes?
So with such a law, if you build out a lower, and create an AR that is later legally sold to another party who uses it in a crime, are you liable ... is the manufacturer of the lower reliable ... how about the company that sold you the barrel? Insanity.
