We have confirmed earlier reports that on orders from Governor O'Malley, the Maryland State Police are sharing the personal information on 77R firearms purchase application forms with the following non-MSP government agencies:
• Department of Human Resources (DHR)
• Department of Health and Mental Hygiene
• Department of Transportation
• Department of Public Safety
• Correctional Services of Department of General Services
This will impact no less than the 38 thousand Maryland citizens who are currently still waiting for the MSP to "Not Disapprove" their applications to purchase a regulated firearm.
It is our information that state employees are being offered "comp time" to work this weekend doing data input. Other than a reported confidentiality agreement, there appears to be no effort to investigate the possible criminal backgrounds of these employees.
These forms contain the applicant's name, address, date and place of birth, social security number as well as information on the firearm the applicant intends to purchase. The Maryland State Police have lost control of the Licensing Division.
At this time, we will not publicly speculate on the Governor's political motivation for this action.

At present, 77R forms are sent either by US mail or by FAX. After Oct. 1st it will be FAX only. A fair number of dealers do not even own a FAX machine. MSP is currently working on a "fillable" type form to go all digital in the not too distant future. This will probably take a change in the law.

So what happened? In short, nothing.
The media, both press and broadcast, ignored AGC's press releases, choosing instead to post and not question the AP's pandering to the MSP's press release (which was likely written by the Gov's press office). The Sun printed a large story about the gun control bus visiting Baltimore, with a token and skewed reference to AGC's objections about the Gov's actions.
How did gun owner's react? Most did nothing. The AGC's Email your Legislators system reported 240 unique visits but only 148 visitors actually sending about 25,000 emails. By comparison, 416 MD Shooters members commented on this article. Suppose all 416 had invested their time using the AGC email system as some MD Shooters members reported doing? They would have produced 78, 208 emails to the Maryland General Assembly.
It did not help that this issue broke when the "gun control" bus was in town. It is said that in politics there is no such thing as a coincidence. Was this a coincidence? We will probably never know.
Perhaps if the timing were different, we would have had a better short term outcome. AGC cannot control this but we are currently working on a means to enable you to get the attention of the media.
We are now developing an addition to our "Email your Legislators" system which will allow our readers to "Email your Media" with lists for emailed Letters to the Editor and to the News Directors of local radio and television stations. In short, we are planning a means to hammer the media the way you hammered the Maryland General Assembly during the 2013 Session.
Yes, our legal team is actively working on this new development.
