FTF sale/transfer at MSP barracks from out of state seller?

Hello all and go to Hell Owe Malley Question is, I want to buy a handgun from my brother (who was smart enough to not leave WV)...can we go to MSP barracks and do a private party sale or is it more involved due to the fact that he is out of state? Thanks for everyone's help.
