So this un-numbered proposed amendment to Title 18, Chapter 44 comes from a fevered mind. She is as out of it as President Poopy-pants. Be that as it may you will find this bird cage liner incorporates some of the recent rules changes.
But as pointed out earlier it is only applicable in the District of Columbia, the Commonwealth of Puerto Rico, and the possessions of the United States (not including the Canal Zone)
§921. Definitions
(a) As used in this chapter—
(2) ... The term “State” includes the District of Columbia, the Commonwealth of Puerto Rico, and the possessions of the United States (not including the Canal Zone).
because the Constitution says so.
17. To exercise exclusive legislation in all cases whatsoever, over such district (not exceeding ten miles square) as may, by cession of particular states, and the acceptance of Congress, become the seat of the government of the United States, and to exercise like authority over all places purchased by the consent of the legislature of the state in which the same shall be, for the erection of forts, magazines, arsenals, dock-yards, and other needful buildings: And,
18. To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this constitution in the government of the United States, or in any department or officer thereof.
