    I just saw 2# containers of tannerite for sale this morning at dicks.

    I asked the guy behind the counter if they were legal and he assured me it was legal in maryland.

    I skipped buying any because I was pretty sure it was not legal here. Did something change where it is now legal or did they just screw up big time?

    They screwed up. Same as Walmart & Kmart selling Nerf guns in MoCo

    SUBTITLE 1. LICENSES TO ENGAGE IN BUSINESS AS MANUFACTURER OR DEALER OR TO POSSESS EXPLOSIVES

    Md. PUBLIC SAFETY Code Ann. § 11-101 (2014)

    § 11-101. Definitions.


    (a) In general. -- In this subtitle the following words have the meanings indicated.

    (b) Dealer. --

    (1) "Dealer" means a person who is engaged in the business of buying or selling explosives.

    (2) "Dealer" does not include a manufacturer.

    (c) Explosives. --

    (1) "Explosives" means gunpowder, powders for blasting, high explosives, blasting materials, fuses other than electric circuit breakers, detonators and other detonating agents, smokeless powder, and any chemical compound or mechanical mixture that contains oxidizing and combustible units or other ingredients in such proportions, quantities, or packing that ignition by fire, friction, concussion, percussion, or detonation of any part of the compound or mixture may and is intended to cause an explosion.

    (2) "Explosives" includes:

    (i) bombs and destructive devices designed to operate by chemical, mechanical, or explosive action; and

    (ii) two or more components that are advertised and sold together with instructions on how to combine the components to create an explosive, as defined in paragraph (1) of this subsection.

    (3) "Explosives" does not include fixed ammunition for small arms, small arms ammunition primers, small arms percussion caps, safety and pyrotechnic fuses, quills, quick and slow matches, friction primers, fireworks, or common matches when used in their original configuration.

    (d) Explosives for use in firearms. -- "Explosives for use in firearms" means:

    (1) smokeless powder for loading or reloading small arms ammunition; or

    (2) black powder for loading or reloading small arms ammunition, antique arms, or replicas of antique arms.

    (e) Local licensing authority. -- "Local licensing authority" means the sheriff or chief of police of the county or community where the applicant for a license resides or has a regular place of business.

    (f) Manufacturer. -- "Manufacturer" means a person who manufactures or otherwise produces explosives.

    I wouldn't call a 1lb exploding target "small" On most of the ranges here in MD, 1lb is way more than enough.
    Mike from Mid County and I did about 15lbs in a car out at the 300 yard berm on a Delmarva shoot a few years ago before it was officially illegal. Lots of fun........ahem.....

    Does this mean it's legal to make (and use) your own if you don't sell it with directions?

    No, its still illegal to make your own, but its not illegal until its mixed. Pretty sure its no longer illegal after it makes smoke and disappears.

    Tannerite, Shockwave etc are illegal to sell and possess from the time its offered for sale until its gone.

    Buy the little Styrofoam blocks that have a target in front of them. They come about six in a package and can be set off with .22's. Over at Fort Meade we stuck a few on some target frames and the damn things caught fire when the exploded. :lol2::lol2:

    From the smoke and smell, they must have black powder in them.
