I'll be on the rifle range first thing in the morning with a few of my toys.

I finally managed to find someone in at the Ranger station, but he didn't have any current applications for the gun range. I really thought it was a mistake when the door opened and surprised the ranger... He said to go to the range and get an application from the yard and send it in, will I get a card in the mail ? Don't understand why it is so difficult to get an application and pay the fee, thus get to shoot at the range.

Yes you will get a laminated card via mail...if you filled out for yearly pass

They no longer laminate the card as of this year. You can go to Dicks Sporting Goods or Walmart and get your yearly permit or do it online and print it yourself.
