DPMS RFA3-PCAR-16 vs Oracle

So right now guns.com has the DPMS RFA3-PCAR-16 in stock for $800. I am new at this but researching this rifle leads me to the cheaper Ocacle. The reviews for that gun are not good; Most say junk. Is the RFA3 any different because the look identical.

These are tough times finding anything in stock and MD compliant.

Why do you want the DPMS? can't you just get a lower and build one?

I have a complete lower on order via primary arms. With the backlog they are taking 10 days to ship out to FFL. That offer from guns.com is sold out. So I am now in search for a complete upper or to build one. Is there any legal (MD) difference between an HBAR and Heavy Contour barrel?
