Don't forget Walter Peck of the EPA.License required by NRC. There are actually lots of small research reactors (many more than you would imagine) besides the 94 US commercial power reactors out there.

The NRC would definitely take umbrage with an unlicensed nuclear reactor being built or operated.
That said, OP's link is for a Fusion Reactor which, unless the author of the instructions has somehow made a breakthrough that has evaded the best minds in the field, won't be able to sustain a reaction without consuming more energy than it produces, and won't actually achieve true fusion. I bet the guy also has some awesome plans for time machines and warp drives as well.....

Theoretically, yes. However all the radioactive isotopes of antimony are synthetic, so it would be impractical to find fuel.

Not true. A guy named Eddie Kasalivich made it work in 1996. It's all about the frequencies brah.
