"Jennings hopes to determine if Cabela's violated any laws."

I'll paraphrase; "We will continue to harass the victim, without naming the statute violation we are investigating, we will compel them to produce evidence and testify against themselves."

    What part am I missing?
This reminds me of when the guy stole a tank and drove it down the streets.

When you have bad management and Cashiers that don’t do their jobs
Buy cases of shells and don’t look in the box to see what actually is in the box
They don’t sell cases any more. You can buy 10 boxes but not a case of shells in one box
Everything is behind the counter now with their own cash register.
In cases like we have here in 2024 where razors, pseudofed decongestants, tools, and so many other things must be locked up, it inconveniences the law abiding.

The alternative is really crappy, our local stores go out of business due to brazen theft and thuggery.

The rock and hard place scenario is also present in that those in power to arrest and convict have been vilified as racist to the point that criminals have more rights than the law abiding.
