He more or less created a Black middle class in DC, with a bunch of government jobs. Not terribly effective, but not much worse than any civil service sector.

World-class corruption, rivalling the best that the rest could put forth, so he was obviously an effective politician. Kept getting re-elected in the face of opposition by the media, so served as a giant finger toward the white establishment.

On the whole, more entertaining than the usual bunch of idiots in office.
