I've lost weight (Yay!) and I need to get a cowboy cartridge belt altered. I need the tongue removed and resewn 1.5" back.

Any recommendations in the Annapolis area?

Just a thought, but unless that's an exceptional pistol belt, wouldn't a better option be to simply get another one that fits? Chance are you're going to regain that weight at some point. I'm not trying to be pessimistic, just realistic - most people who lose weight wind up putting it back on eventually.
