    As we all know, the House passed SB281 yesterday. Now it goes back to the Senate Judicial Proceedings Committee (JPR). JPR will look at the bill and either pass it out to the floor or refer it for conference committee.

    We need everyone to call/fax the members of JPR. When you call, ask them when will they review the amendments to SB281 in JPR. Tell them you want to know so that you can be there to observe the committee meeting.

    The incorrect answer is, "it has already been heard." It is coming back to consider the amendments added in the House.

    Don't forget to contact the other Senators named in our earlier update. Remind them all that a vote for cloture is a vote for SB281. You will not forget their actions come 2014.

    Received a reply from Senator Stone:

    Senator Norman Stone (D-6th Legislative District Baltimore County) will continue to vote "AGAINST" this legislation. JoAnne, Legislative Assistant So far, the JPR Committee staff is saying that they will look at the additional amendments to SB 281 sometime today but they don’t have a time. Right now, JPR is voting but not on SB 281 which they might get to if they finish with their current voting list. The Senate goes back into session at 4.

    Dear Senators,
    Senate Bill 281 is, I am informed, due to be reviewed today at 4PM, time allowing. I strongly oppose the passage of this legislation, especially as it is currently written. Accordingly, I urge you to vote against both the bill itself and cloture. Bad bills should not be hastily passed, especially when they constrain the exercise of a fundamental, constitutionally-enumerated right.
    Governor O'Malley's two terms are coming to an end, and he seems to be determined to follow in the footsteps of New York's Governor Cuomo. While he is no doubt convinced that gun control will endear him to the Democratic base and thus lay the groundwork for a presidential campaign in 2016, I can assure you that, as a registered Democrat, I will not vote for any candidate, either in primary or general elections, who has cynically used dead children as a springboard to assault the rights of law-abiding citizens.
    The sponsors of Senate Bill 281 have failed to demonstrate that the imposed licensing requirement and weapons bans are likely to reduce gun violence in Maryland. Handguns, especially those stolen or already used in the commission of a crime, are the weapons of choice for murderers, robbers, and other criminals in Baltimore and elsewhere. Too, since these guns are already illegally possessed by many recidivist felons, the proposed license-to-purchase scheme seems to be little more than an attempt to ban handguns by increments, as Attorney General emeritus Joseph Curran advocated several years ago.
    It speaks volumes that, while Delegate Dumais and many of her colleagues in the House expounded on the terror that gun violence wreaks on our communities, they voted against an amendment to end diminution of sentences for gun crimes. This is not about deterring gun violence, or preventing future tragedies; this is an attempt to quash gun ownership on the belief that these inanimate objects are evil talismans responsible for the bloodshed in Baltimore and elsewhere.
    Most homicides, especially most stranger homicides, occur as a result of conflict between rival gangs or drug dealers competing for territory. It would accordingly seem prudent to devote all the legislative effort and financial expense currently devoted to harassing Maryland's lawful gun owners to jailing the violent criminals who wreak havoc in our communities.

    This was just posted in another thread at 2:39 pm today. It is an e-mail from Senator Nancy Jacobs to somebody regarding SB281:

    We are in committee voting on concurring with the gun bill as it came out of the House. We finally got a copy of the bill. The vote to concur in committee was 7-4. Those voting against concuring were: Jacobs, Getty, Shank and Stone. I know it's terribly late, but it would be nice to have support in the Senate gallery. This thing is greased to go. I don't think we will be allowed to vote on the individual amendments put on in the House. That is wrong....we do it on every other bill that comes over from the House with amendments on it. We will put up a fight.....stay tuned

    I just spoke with Nancy Jacob's assistant - she thinks they are going for filibuster.

    To that end, I conveyed my disdain that neither my 15 year old nor my 18 year boy can posses ammo anymore, and thus cannot hunt on their own. Further that they can no longer compete in pistol competition, because they cannot "receive" a pistol.

    We competed as a family two weeks ago...

    He may not vote for cloture but, according to other posts, he did vote to let it out of JPR and back to the Senate floor...
